The purpose of the PHF is to provide a safe and therapeutic environment for clients experiencing acute psychiatric and substance use disorder symptoms. The PHF program is designed to address the client’s current crisis and assist in returning them to a less restrictive environment by providing intensive mental health and substance use disorder treatment services. The County anticipates an approximate minimum utilization rate of four thousand five hundred fifty-five (4,555) Bed Days per County Fiscal Year (July 1st – June 30th); Bed Day Utilization is based on clients with Medi-Cal benefits, County Medical Services Program (CMSP) clients, and County-sponsored clients. Interested firms may reasonably anticipate an increase in utilization rates. The average length of stay in the PHF is 10.79 days. The County is soliciting sealed proposals from highly qualified and experienced firms (hereinafter referred to as firms or “Proposer”), with the minimum qualifications as outlined in Section 2.0, to operate and manage the County-owned PHF, as required for the Health and Human Services Agency (HHSA), Behavioral Health Department (BHD). Interested firms should be fully staffed and equipped to perform the services described herein without the use of subcontractors. The County will award one (1) agreement with the top-ranked Proposer for the services described in this RFP. The awarded Proposer will be required to enter into: 1) a five (5) year Agreement for Services with the County substantially similar in form to that attached hereto as Attachment A - Sample Agreement for Services; and 2) a five (5) year Facility Use Agreement which outlines the terms and conditions of the use of the County’s PHF, substantially similar in form to that attached hereto as Attachment B – Sample Facility Use Agreement.
