Frequently Asked Questions
What is SAM.gov?
SAM.gov (System for Award Management) is the official U.S. government website where federal agencies post contract opportunities. It replaced the former Federal Business Opportunities (FBO.gov) site. All federal solicitations above the micro-purchase threshold ($10,000 for supplies, $2,000 for construction) are posted here. SAM.gov also handles entity registration, which is required before you can bid on federal contracts.
How do I register to bid on federal contracts?
To bid on federal contracts, you need to: (1) obtain a DUNS number from Dun & Bradstreet, (2) register your entity on SAM.gov, (3) obtain any required NAICS codes for your industry, and (4) consider getting certified for set-aside programs (8(a), HUBZone, SDVOSB, WOSB) if eligible. Registration on SAM.gov is free and must be renewed annually.
What types of federal contracts are available?
Federal agencies issue several types of solicitations: Requests for Proposals (RFPs) for complex services and solutions, Requests for Quotations (RFQs) for commercial products and simple services, Invitations for Bid (IFBs) for construction and clearly specified requirements, and Requests for Information (RFIs) for market research. Contracts can be fixed-price, cost-reimbursement, time-and-materials, or indefinite-delivery/indefinite-quantity (IDIQ).
What are federal set-aside contracts?
Set-aside contracts are reserved for specific categories of small businesses. The federal government aims to award at least 23% of prime contract dollars to small businesses. Categories include: Small Business (SB), 8(a) Business Development, HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged WOSB (EDWOSB). These programs give qualifying businesses a competitive advantage.
How much is the federal procurement market worth?
The U.S. federal government is the world's largest buyer of goods and services, spending over $700 billion annually on contracts. This covers everything from IT services and construction to healthcare, facilities maintenance, and professional consulting. Federal procurement is governed by the Federal Acquisition Regulation (FAR), which ensures fair and open competition.
