Lowest Price Technically Acceptable (LPTA)

A federal best-value source selection method where the agency awards to the lowest-priced offer that meets minimum technical thresholds.

Definition

LPTA is a hybrid evaluation: the agency sets defined technical requirements, screens proposals for compliance, and awards to the lowest-priced compliant offer. It is faster and more objective than full tradeoff source selection. LPTA is appropriate when the requirement is well-specified and there is no meaningful benefit from a stronger technical approach.

When it applies

LPTA fell out of favor in many federal agencies (especially DoD) in the late 2010s because it encouraged "race to the bottom" pricing and discouraged differentiation. Recent FAR updates restrict LPTA usage. For vendors, LPTA contracts reward operational efficiency more than capability differentiation.
